Adjudication Order against Urmila Debi in the matter of Krishana Fabrics Limited Page 2 of 19 provisions of Section 12A(a), (b), (c) of the SEBI Act, Regulation 3(a), (b), (c), (d) and Regulation 4(1), 4(2)(a) and 4(2)(e) of PFUTP Regulations. Further during investigation, Summons u/s 11C(2) r/w 11C(3) of SEBI Act, dated February 02, 2022, were issued to Noticee to, inter-alia, seek details regarding the rationale for dealing in the shares of Krishna and the reason for repeatedly placing and deleting large number of buy orders (deleted buy order quantity was 96.71%) and sell orders (deleted sell order quantity was 39.84%) on October 05, 2016 and October 06, 2016. However, no reply was received from her, and hence it was alleged that the Noticee has violated Section 11(C)(2) r/w 11(C)(3) of SEBI Act.

The scanned copy of the said SCN was also sent to the Noticee by e- mail at email IDs: urmiladebi9@gmail.com and urmidebi@religious.com, as obtained from MIIs. I note from the records that the SCN sent at urmiladebi9@gmail.com was delivered and SCN sent at email urmidebi@religious.com was bounced. Thereafter, the digitally signed SCN was sent to the Noticee on 18.10.2022 at the same email IDs, which constitutes valid service as per Rule 7(1)(b) of the Adjudication Rules. I note that the SCN was duly delivered to the Noticee on her email ID urmiladebi9@gmail.com.
