Page 2 of 34 2. The role of the brokers and their clients who traded in the scrip of Allcargo and Unity on BSE and NSE was scrutinized. It was observed during investigation that certain entities had allegedly indulged in circular/reversal synchronized trading in such a manner that led to creation of artificial volume in the scrips.

The Noticee replied to the SCN vide letter dated August 13, 2010, stating, inter alia, the following: It is extremely surprising that the movement in the stock is minimum during the period selected for investigation and there has been extreme volatility during the periods before and after the investigation period which has gone unnoticed by the regulators.

Page 4 of 34 Further, I would like to mention that your office has failed to highlight any effect of the allegedly fraudulent transactions on the markets. Had there been a fraud being committed there would have been a price movement in the market which would have benefited me.
